Cross-platform frameworks such as React Native and Flutter are usually the cheapest way to ship on both iOS and Android, because one codebase serves both stores. GoodFirms estimates cross-platform development reduces initial costs by 20 to 40% compared with building two separate native apps, while noting that native can still pay off for performance-heavy products.
A progressive web app (PWA) is a website that installs on the home screen and can work offline. It avoids app store review and commissions and reuses web skills, which often makes it the lowest-cost option. The trade-off is weaker access to some device features and no store presence. Recurring and hidden costs after launch
Once an app is live, you pay every year for developer accounts, hosting, maintenance, and store commissions if you sell digital goods. GoodFirms estimates annual maintenance at 15 to 25% of the original development cost and advises adding 25 to 35% to the budget to cover hidden costs such as store fees, compliance and marketing.
Store fees are the easiest part to pin down. Apple's Developer Program costs $99 per membership year. Google Play charges a one-time $25 registration fee. On sales of digital goods, Apple's App Store Small Business Program charges 15% for developers with up to $1 million in yearly proceeds. Google Play charges 15% on the first $1 million of yearly earnings and on auto-renewing subscriptions in most markets; in the US, UK and EEA it moved to a new structure on June 30, 2026, with a 10% service fee plus a 5% billing fee on subscriptions and on the first $1 million from new installs. Physical goods and services, such as a ride or a restaurant order, generally go through your own payment processor instead.

Ask each vendor to price the same written brief and to break the price into phases with a deliverable at the end of each.
